The new care act, to be introduced into Parliament on Wednesday, will require health services to provide a minimum standard of care, including mental health services, and provide access to legal aid.
It will also require insurers to provide insurance to people with mental health problems.
In order to make sure people who suffer from mental health conditions can access the same care they would get elsewhere, a new law will require a third-party to monitor their mental health status and monitor the progress of their care.
Under the law, insurers will also have to provide “reasonable” coverage for services, such as mental health treatment.
But what about the cost?
In addition to the extra costs, the law will also involve a big overhaul of the healthcare system.
It is expected to mean a huge increase in the number of people with chronic mental health disorders.
Health Minister Peter Dutton said the cost would be offset by increased access to care and lower spending on private health insurance, such that it would not be necessary to increase insurance premiums.
“We will do it in a way that makes it fair, and it is fair in the sense that it doesn’t have to be expensive to provide care to people who have mental health,” he told the ABC’s Insiders program.
Dutton said it was important to be able to pay for the extra care.
“We want people to have the same standard of living, access to healthcare, and that’s not something that we’re trying to impose on people,” he said.
“So the way we look at it is we’re not going to do a big price hike.
We’re going to get the cost down to the point where it is fairly affordable for people who need it.”‘
Not in our interests’The government’s own research into mental health in Australia shows that mental health costs are a major contributor to the country’s health system.
A report released by the Australian Medical Association (AMA) in November last year found that for every extra $10,000 spent on mental health, $1.25 is spent on medical costs.
While mental health is a common and well-documented cause of disability and illness in the community, the AMA said it is not in the interests of the government to impose higher prices on the mental health population.
“The government should not impose costs on people who are in need,” AMA chief executive Sally Dampier said.
“If it does, the health and wellbeing of our patients will suffer.”
“We are concerned that it will lead to a downward spiral, and a lack of affordable care for people with severe mental health challenges,” she said.
The AMA says the cost of mental health care in Australia is one of the highest in the world.
“There are currently more people in Australia with serious mental health issues than there are people with any other chronic illness,” Dr Dampiers said.
In the latest report, the report found the costs of mental illness in Australia were $7.5 billion a year.
According to the AMA, there were 3.6 million Australians who had a serious mental illness, of which more than one in five had a mental health condition.
A spokesperson for the Department of Health told the BBC the bill would be in the range of $1,000-per-person.
How it will affect youThe law will not change the way Australians access mental health help, including in hospital, the Department for Health said.
However, it will see a “significant” increase in mental health coverage, it added.
So what does it mean for you?
It means you will need to take a mental test, and the Department has put in place a “health insurance” plan for mental health.
It also includes an “assessment and management” scheme for mental illness that will involve a doctor or psychiatrist assessing the person and giving advice.
The scheme will be funded through a new fee, and will see all Australians who receive a care bill in the next 12 months paid for through a fee-for-service payment.
It is expected that mental illness services will be able in the long term to charge more for services.

The bill also changes the way in which insurance companies will pay for mental healthcare.
